The Torch
When you enter the Torch hideout, you're quickly aware of how quiet it is in here. Generally when you show up, there's been a conversation happening in the central room of the cave, but not today. Rounding the corner, you see that nobody is here.
Most of the Torch should be out, just to guarantee the interaction with Astrid we've been storing up

Triggering the Investigation
This is mostly on the players, but if all else fails, someone (Bo maybe? He definitely seems the most comfortable with just straight-up lying.. maybe Harlow) can suggest that the investigation doesn't have to... be... real?
- Like they could absolutely impersonate a government official and serve him with some sort of official-looking summons. Something about an audit over a project this big?

Nathaniel's motivations:

- If he doesn't then Kaledorei will be left in the dust, which is worse for his citizens than the temporary hardships they're facing now.
Give the PCs the contract(s), allow for... [Linguistics] to read between the legalese, 3 different DCs for 3 different pieces of information. Some of this information could be retrieved from interrogating Nathaniel, the harder ones only exist in the contract.
