Qualities:
Militarized: The populace is devoted to the armed forces. Civil and military law is intertwined, punishments are harsh, and loyalty to the state is expected
Planned Community: The community’s design was determined in advance, every detail planned out before the first keystone was laid. Streets are wide, straight and laid out on an orderly grid, neighborhoods and districts are segregated by purpose, as are the living quarters of the city’s inhabitants.
Royal Accommodations: One or more members of a royal dynasty call the settlement home. As such, security is extremely tight, and the local economy has taken flight, as merchants catering to the nobility have sprung up.
Purchase Price of luxury items increases by 10%
Timid Citizens: Citizens are quiet and keep to themselves. Crimes often go unreported.
Tourist Attraction: The settlement possesses some sort of landmark or event that draws visitors from far and wide.
Wealth Disparity: The wealthy and poor of this settlement are segregated.
Danger: +10
Government: Autocracy
Population: 21,149
Notable NPCs:
Rodfyr Regulus
Jade Regulus
The King's Court:
- Midas (financial/trade advisor)
- Judas (religious advisor)
- Brutus (military advisor)
- Fulvia (diplomatic advisor)

The Shape of the Civilization
Skyline: The Silver Spire with the royal airship docked in the most prominent port. The Spire stands alone upon a large hill, surrounded by a 30-foot stone wall constantly manned by guards, and a single drawbridge granting access to the castle itself.
Typical Home: Cramped, not cheek to cheek, but it isn't uncommon for several families to be living under the same roof
Building Materials: The upper-district buildings are constructed primarily of simple stone. This includes the military barracks scattered throughout the city, at the gate, and near the castle; a DC 25 [Perception], [Knowledge (Arcana)], or [Spellcraft] check will reveal carefully hidden runes that reinforce the stone against magic. Lower-district buildings are built of mostly wood, or whatever else is handy.
Sanitation/Sewers/Disease: The lower districts do not have proper sanitation control or a sewer system, but every other district houses a single sewer that is centrally linked.
Streets and Traffic
Cramped/Open?: In the majority of the city, streets are wide and organized, but the poor district's streets follow a different, more cluttered pattern and are more cramped.
Methods of Transport: Most people travel by foot - especially in the tighter areas of the city, but the nobility are not beyond travelling by carriage or rickshaw to get from place to place.
Magic Transport?: Magical transport is exceedingly rare, almost unheard of. The Royal Family utilizes an airship on the rare occasions one of them leaves the city, and it's been rumored that the Knight Captain has a trained Griffon, but very few have even claimed to see it.
City Lights: The majority of the city is well-lit, with continually-burning lanterns hanging every handful of feet in all main thoroughfares. In the more cramped lower district, torches can be found along more central roads, but alleyways are often unlit and perfect for a mugging.
Walls and Gates: The city has a 50-foot tall hardened stone wall with interior housing, connected watchtowers, and murder-holes placed around the 3 entrances to the city.
Watchtowers: Spaced every 100 or so feet, the city's watchtowers are traditionally unmanned unless it is under threat
Law Enforcement
Guards and Soldiers: 300 full-time guards, 1500 conscripted militia
Weapons and Spell Restrictions: Weapons are [Peacebound] (wrapped in colored rope and sealed with wax) at the gate, but it's not unlikely for people to hide weapons or simply break the seal once inside.
Bar: The King's Other Castle
Bar: The Wayfarer's Inn
Bath House: Elysium Baths
