I'd say he knows of major hitters. I'm sure him spending time in the thieves guild would've given him a passing knowledge just by overhearing conversations.

Not super related to Cenorias, but Nilkas would be aware that The Wagon's Armor is (to some degree) a front for the Thieves Guild, they often use escorted caravans to move contraband or people cross-country.

• Cenorias is an old Elven city that the people of Tarawn have moved into and made their own. Many of the old enchantments placed on the city have faded with time, but some still linger.
• Many parts of the city are set up so the upper class doesn't have to interact with the lower classes of people that live here.
• The King's Court consists of four advisors for different sectors - domestic trade, military, foreign relations, and religious affairs. Each wields pseudo-royal power of their own right.
• Access to the Silver Spire, the seat of Tarawn's power is limited - in addition to the wall surrounding the building, the only land access is via the single drawbridge.
• Crimes often go unreported here
• Punishments for crimes are more heavily enforced
• While there are enchanted continual flames for lighting in the upper city, the lower city gets by on the occasional torch-post that citizens are responsible for lighting
• Andre Lian has connections to the Thieves Guild in Bremoor, and is a reliable fence for questionably acquired goods
